Permanently deletes pipeline for a writekey.
WriteKey must be in the request or set as 'wky' claim within the jwt. Deprecating the requirement in the jwt.
Supply scope to determine the pipeline deleted.
Most clients should use scope PIPELINE_SCOPE_PUBLIC.
